I am sorry this did not work for so many people.
I used the link and signed for Europe - did not get 250USD (doh) but got a smaller code via e-mail over the next 2-3 weeks.
Thank you for the tip.

i have tried to create an account but it was nowhere written that they will send me a coupon code
It also written on the page before starting subscription the following

*ELIGIBILITY: This is a limited promotion open only to those that received a promotional mailer through standard US mail prior to opening a new AdWords account. This offer is valid only through Google. Your promotional code can be found on your mailer.

Promotional codes will not be distributed after you’ve created your account.

have i done anything wrong?

That is misinformation. The $250 offer is only granted to people that have already received the offer in the mail. It will have the promotional code printed on it and you then go to the webpage setup your new account and use the code within 14 days.

YOU CANNOT signup, and then expect google to mail you anything. I fell for this ad campaign and finally talked directly with Google, and believe me they are not sending me a promotional code to use. And my account is not yet 14 days old.

Although the URL http://www.google.com/ads/250/v.html plainly says "$250 credit" if you read the disclaimer in the box near the bottom, it clearly says, for those who have RECEIVED the mailer. I doubt that any mailer actually went out, because an ad like this from our "trusted" friends at google would have dummies like me setting up accounts thinking the credit/promotional code would be forth coming.

When Google first started and shot to number one, you had this feeling they were of the people, but it turns out the people managing the show, really are just another bunch of corporate money grabbers. Enough of this. good luck

Do they send the coupon snail mail? They say the promo expires Jan 31st that's tomorrow, do you think I will be able to get it in time?

wesley,
I signed up new adwords a/c via your link. I did not get the code. I talked to a Google adwords member. She mailed me next day with this info:

"However, after looking further into this particular credit with our specialists, I have confirmed that this coupon was only offered to a small
group of advertisers via mail. This select group received information regarding this coupon, including the coupon code itself, in the mail
first. Therefore, you must have received the mailer first in order to use this coupon.

In this case, I understand that a link to information on this coupon was provided on a website, reviewbooth.com, that is not in fact affiliated
with Google. The coupon itself is endorsed by Google AdWords, however, you must have received the mailer directly from Google first in order to use
this coupon."

- so what she is saying is: I won't get credit by signing through your link.

Any comments?
